attach dynamic toolbar as to caption bar

i need a qm toolbar with icon size 8 and background image.
maybe even overlaying min/max /close sometimes.

but it has to look like its the original xp theme.

or maybe overlay sometimes the complete caption bar of a main window ?
its sort of skinning ...
